Thailand education 2026: 9 compulsory years, 12 free, 265 international schools, senior-year fees from THB 540,000 to 1,197,000, plus PISA 2022 results.
Thailand’s constitution promises 12 years of free schooling and its law compels 9 years of it. Both are taught in Thai, and PISA 2022 was the country’s weakest showing on record. So an arriving family is rarely choosing between free and paid. It is choosing which system its child can actually use.
Nine compulsory years, twelve free ones
Two numbers describe Thai schooling and they are not interchangeable. lasts 9 years, Prathom 1 through Mathayom 3, and it binds the guardian. The 2017 Constitution binds the state instead: section 54 requires 12 years of quality education free of charge, counted from pre-school to the end of the compulsory stage.
The clock starts in the school year a child reaches 7 years of age, which is why the World Bank records 6 years as the typical age at entry into Prathom 1. The duty ends at 16 years of age, or earlier if the child has already passed the ninth year. A school may take a child sooner or later than the rule, at the guardian’s request.
The constitution dates from 2017. 2560 is the current charter; 2019 was only the first general election held under it. The National Education Act, section 10, says the same thing in plainer words: basic education of that length, with quality and without cost to the family.
Both Acts are quoted here from the Ministry of Education’s own English translations, recovered from a web archive because the ministry’s site does not answer. The Thai text is the version that binds. What neither statute settles is which children the state counts as owed those years.
Can a foreign child enrol in a Thai state school?
The rule appears to have changed in the last year, and the practice behind it is untested in public. Thai education press reported in January 2026 that the Ministry of Education had published an announcement in the letting schools under the ministry formally admit pupils who hold no Thai civil registration and no Thai nationality, from academic year 2568 onwards.
The Gazette original was not read for this chapter. The Gazette site refused every request, the reports disagree on which day in January it ran, and one Thai outlet is the whole evidence base. Read it as reported, not as verified.
So two different things can happen at the counter of a specific school. One district office may read the announcement as an instruction to enrol your child. Another may still ask for a house registration book your family cannot produce. Ask the school and its Educational Service Area office what they are doing this academic year, and get the answer in writing before you plan around it.
Admission is only half the question anyway. schools teach the Thai national curriculum in Thai, all day, from the first morning. English Program and Mini English Program streams teach part of that same curriculum in English inside Thai-curriculum schools, public and private, and publishes a list of the private schools running one. Their weekly hours and any fee ceiling are absent here, because no official description of either could be verified.
For a young child with years to spare, a Thai-medium school is a real option. What the system delivers by fifteen is measurable, and the measurement is not kind.
What PISA says about Thai schools
In PISA 2022, 32 % of sampled Thai 15-year-olds reached Level 2 in mathematics, the baseline the OECD treats as functional numeracy. Across the OECD, 69 % did. Reading ran 35 % against 74 %. Science is the best of the three and still short: 47 % against 76 %.

Mean scores tell the same story with less texture. Maths: 394 against an OECD average of 472. Reading: 379 against 476. Science: 409 against 485.
2022 was Thailand’s weakest round in all three subjects since it began taking part. Across 2012 to 2022 the country shed about 30 points in maths and science and about 60 in reading, which the OECD measures as more than a typical student gains in a full school year at that age. This chapter assigns no cause, because its sources offer none.
One caveat travels with every figure above. The Thai sample covered between 50 % and 75 % of the country’s 15-year-olds, so these results describe teenagers still enrolled rather than the age group as a whole. PISA tests the children who are in school on the day, so anyone who left early or never enrolled sits outside the frame. That is why the coverage footnote travels with the Thai figures in the NCES tables, and why the shares read as a portrait of the school system rather than of a generation.

All of it describes the national system. It says nothing about the schools priced next, which sit outside that system and charge accordingly.
International schools: the register and the price list
OPEC’s register currently lists 265 international schools, with 82,910 pupils and 9,981 teachers on the counter its homepage shows. That counter carries no as-of date, so read it as the register in September 2026 rather than a figure for any particular school year.
Before comparing any two bars below, add the money none of them contains. Every one of these eight schools charges a one-time registration, entrance or placement fee on first enrolment, from THB 100,000 to THB 265,000, and several stack a second one-off on top of it, a development fund or an endowment. The bar is the annual fee. It is not year one.

The spread is the point. The same stage of school costs THB 540,000 at HeadStart in Phuket and THB 1,197,000 at International School Bangkok, more than double for a year that ends in the same exam season. Between them sit NIST at THB 1,132,800, Bangkok Patana at THB 1,014,000, BIS Phuket at THB 982,700, UWC Thailand at THB 933,000 and Prem in Chiang Mai at THB 814,000.
Two rows need reading twice. Regents Pattaya’s schedule also prints a lower Year 12 price for settling the whole year before 31 July 2026. That deadline has passed, so the price still open for 2026/27 is THB 899,000, paid term by term. At Bangkok Patana, Years 11 and 13 look cheaper than Year 12 only because exam years are not charged for the third term, which is why Year 12 is the row compared here.
The accreditation badges on these sites, CIS, WASC, NEASC and the IB, are each school’s own claim. Nothing here was confirmed with an accreditor, and Thailand’s own list of recognised assessment bodies could not be read. Entries for IGCSE, and the IB Diploma are billed separately from tuition at several of the eight.
Set that price list beside the state’s 12 years of free schooling and the gap looks absolute. It is not quite. Tuition-free is not cost-free: uniforms, meals, transport and the contributions a school asks of parents land on a Thai state-school family too. No verified figure for any of them sits behind this chapter, so none is printed, but a family should still budget for some cost rather than for none.

The first-year bill, not the annual fee
ISB prints three numbers a parent has to add together. High-school tuition for 2026/27 is THB 1,197,000. The registration fee, payable in the first year a student enrols, is THB 260,000. An annual fee of THB 22,000 sits on top of both, every year.
In euro terms, tuition across the eight schedules runs from roughly € 14,104 a year at HeadStart to roughly € 31,265 at ISB. Those two are conversions at the ECB reference rate stored with Lodestar’s cost data in August 2026, not figures either school publishes, and a moving baht moves them.
Lodestar’s Thai family budget is anchored on that same school. The education line for two adults and one child, € 2,209/mo, is ISB elementary tuition of THB 1,015,000 a year, spread across the months. It is the top of the published market rather than the middle of it, and it leaves out the registration and annual fees above.
City sets the band before the school does. The three Bangkok schools here are the three most expensive, and Phuket, Pattaya and Chiang Mai hold every row beneath them. Transport, meals, boarding and exam entries vary school by school and are not priced in this chapter. Nor is what happens after school, which is where an older child’s decision actually lands.
Universities: rankings and what Chulalongkorn charges
For a school-leaver the question narrows. Times Higher Education puts Chulalongkorn in the 501 to 600 band of its 2026 world ranking and Mahidol in the 601 to 800 band. These are commercial rankings, read off the publisher’s own profile pages, and bands that wide hold hundreds of universities each.
QS places the same university higher, at 212 globally in its 2027 edition, published in June 2026. That position comes from Chulalongkorn’s own announcement rather than from the QS site, which would not open. Mahidol’s QS position is left out because it could not be verified at all.

Read those with care: the page states no academic year, and its dollar conversion is dated April 2023, so the table may be older than it looks. Individual international programmes can set fees of their own.
Neither ranking says anything about what a Thai degree does for a graduate in a Thai or foreign labour market, and no employment data sits behind this chapter to fill that in. A student visa for a foreign undergraduate is a separate matter with its own rules and its own paperwork, and it lives in the visa chapter rather than here.
Which route fits which family
A family settling for a decade with a five-year-old has a genuine case for a Thai-medium school or an English Program stream: the child has time to become fluent, the bill is a fraction of the international one, and the admission question now leans their way, if the January 2026 report holds at their district office.
A teenager arriving at fourteen with an exam series to finish is a different problem. Continuity into IGCSE, A Level or the IB, and from there into a university abroad, is what the international sector sells, so this family ends up reading the price list rather than the register. HeadStart to ISB is a wide enough spread that the choice is a budget decision as much as an educational one.
Whichever the child, the city sets the price band before any school does. And if one line in a Thai school move gets under-budgeted, it is the one-time fee. It arrives once, it arrives with the first invoice, and at several of these schools it is large enough to decide which school a family can start at.
